Councils earmark money long before they spend it. A highways budget is set aside for a resurfacing program, a social care budget is reserved for a commissioning round, a capital budget is held for a building project that has not yet been tendered. These earmarks matter because they stop the same money being promised twice.

The industry challenge

In Dynamics 365 Finance, general budget reservations are the tool for this kind of earmarking. They reserve funds against a budget before a requisition or purchase order exists. In local government they are usually subject to approval, since reserving a large sum against a service budget is itself a decision that needs authorization.

Until now, approval and posting were separate steps. A reservation could be fully approved in workflow and still not be posted, meaning the funds were not actually reserved. Someone in finance had to notice and post it. In the gap between approval and posting, the budget looked more available than it was, and another manager could commit the same money in good faith.

For authorities under intense scrutiny of every pound, that gap is more than an inconvenience. It undermines the point of the earmark and creates avoidable reconciliation work when budgets are reviewed by members and auditors.

What Microsoft delivered in Finance 10.0.49

Finance 10.0.49 can automatically post general budget reservations once workflow approval completes. When the final approver signs off, the reservation is posted and the funds are reserved straight away, with no separate manual step.

Approval and commitment become one event, which is what most budget holders assumed was happening anyway.

Where the value shows up

Business areaImpact
Budget controlFunds are reserved the moment a reservation is approved, closing the gap where money could be double-committed
Finance workloadNo more chasing approved but unposted reservations
Service planningService managers see accurate available budget when planning programs
GovernanceA cleaner link between the authorization decision and the financial commitment
ReportingBudget monitoring reports to members reflect approved earmarks without delay

A worked scenario

(An illustrative example.) A county council's highways team raises a general budget reservation for a winter road maintenance program. It routes through the service manager and then the head of finance for approval, which completes on a Thursday afternoon.

Previously, the reservation would have sat approved but unposted until a finance officer processed it the following week. In the meantime, another team could have raised a purchase order against the same budget line and found the funds apparently available. With automatic posting, the reservation is posted as soon as the head of finance approves it. When the second team checks the budget the next morning, the earmark is already there and they plan accordingly.

Adoption considerations

  • Review your workflows. Make sure the approval workflow for general budget reservations reflects your scheme of delegation before automating the posting step.
  • Check the timing. Consider how automatic posting interacts with period-end and year-end processes, particularly for reservations approved near a close.
  • Clarify exceptions. Decide what should happen if posting fails, for example because of insufficient funds, and who is notified.
  • Update guidance. Budget holders and finance staff should know that approval now triggers posting, so they do not post twice or wait for a step that no longer exists.
  • Monitor early cycles. Review reservation reports for the first few months to confirm everything posts as expected.

The bottom line

In local government, an approved earmark should mean the money is set aside. Automatic posting of general budget reservations makes that true without manual follow-up, improving budget control and saving finance time. It is a small change with a clear governance benefit. If you rely on budget reservations, review your workflows and close procedures with an experienced Dynamics 365 Finance adviser before enabling it.
